[photos] tend to scroll to top-left corner when pinch-zooming on an image

Bug Description

(reported first as bug #1413300 which stated it being an unity8 issue)

Using rtm 204 on krillin
- go to the photos lens
- click on an image
- pinch somewhere in the image to zoom

often the view scrolls to the top-left rather than staying on the part you zoomed

The current behavior seems quite changed, the scope preview opes the photo in gallery

I find sometimes zoomable works and sometimes it does not.

For example, my photos scope has the image widget set to zoomable true. Show the preview, tap the image: sometimes it is zoomable with a two-finger expansion gesture, sometimes it is not.
