[Heat] Fix Heat-based engine to support Nova Network

To fully support old Savanna's provisioning code we need to add Nova network support to the Heat engine

Suggested to delay NovaNetwork integration with Heat engine until OS:Nova:FloatingIP resource will be landed to Heat master.

    Fix working sahara with heat and nova-network

    Uses OS::Nova::FloatingIP and OS::Nova::FloatingIPAssociation
    heat resources for assignment floating ip

    Added two unit tests:
    * for nova-network with autoassignment floating ip
    * for nova-network without autoassignment floating ip
