Bug Description

We use 'selinux-permissive' element for building CentOS and Fedora cloud images with pre-installed hadoop. In base images selinux is in 'enforcing' mode, but Savanna can't connect by ssh to instance in that mode and configure instances. So we change selinux mode to 'permissive' by using this element.

The selinux should be configured instead of changing its mode to 'permissive'.
