I believe this is saying that the UI needs to allow a user to choose between running their job on a transient cluster or on a cluster that will persist after the job has completed. Please let me know if this is not correct.

We already have two buttons on UI - launch job on trans. cluster and on existing one. Do you mean to add some kind of button or flag to create 'transient' cluster that'll not be removed after job execution?

So, it's not a 'transient' cluster, but some kind of the on-demand cluster.

Launch job on new cluster gives option to persist

    Fixes: bug 1240928

The action of launching a job on a new cluster now gives the
user an option to have the cluster persist after the exit
of the job via a checkbox at the bottom of the cluster
    creation form.
