disabling the guest account and then unlocking does not unlock guest account

Bug Description
If you disable/lock the guest account and then select the unlock mud option, the guest account is still locked.

It appears that this also applies to display new player creation. Option 6 (unlock mud) seems to only affect the first three options currently.
