fan speed doesn't change

Bug Description

I've installed Samsung Tools 2.2 on Fedora 19. I have a NP700Z3A-S01IT notebook
My main goal is to stop fan speed, that is alway at maximum speed. I tried with hotkey (fn + f11) but it doens't work. (with hot keys, it shows a notification on the screen, but the speed doesn't change)
I tryed in terminal, with "$samsung-tools -c silent" command, with the same result: the fan is always at the maximum speed!!

Is there some problem with my notebook?

On NP300E5C and Linux Lite 2.0 speed control also don't work, i can set mode to silent or overclock but it doesn't change the fan speed.
