Bug Description

Effectively breaking Sahara+Barbican.

We hit this exception https://github.com/openstack/castellan/commit/01f6801c0d2896273f8634393dabf7a885f93418#diff-fcc75db260ca67948ab5bab26daf7eeeR167

because Sahara's use of oslo_context.context.RequestContext is not direct... instead we inherit RequestContext and create a new class sahara.context.Context

I'll add castellan to the affected projects depending on which direction I fix it from.
