sahara node group templates fails when there is too much number fields

Bug Description

Since Django 1.10 there was a new property added named DATA_UPLOAD_MAX_NUMBER_FIELDS, this causes some plugins to fail during node group templates when using Horizon.

The solution is adding a file to horizon/openstack_dashboards/local/local_settings.d/ to override this config during installation.

Fix issue creating NGT using dashboard

    Since Django 1.10 a new property DATA_UPLOAD_MAX_NUMBER_FIELDS causes some
    plugins to fail during NGT creation. This patch adds a file to override
    this property for sahara dashboard.
