Sahara needs support for Cinder API v3

Bug Description

Cinder API v2 is deprecated. But Sahara exclusively uses v2, and has no overt v3 support yet.

v3 support should be added, at the very least v3.0 since it is functionally identical to v2. (Microversions beyond v3.0 contain new features)
