Bug Description

ENV:
Openstack newton without cinder.

Steps to reproduce:
Try to create cluster with ephemeral storage

Expected result:
Cluster created

Actual result:
Cluster creating failed with error:
EndpointNotFound: internalURL endpoint for volumev2 service not found

    Fix check cinder quotas

    This patch adds check that cinder endpoint exists in catalog when
    checking cinder quotas.
