Health check can hangs in creating state

Bug Description

If there is some issue during executing health checks (engine becomes dead, whatever) health check will always stay in 'Checking' state. This issue should be repaired.

I think we need reset-state API like nova,cinder,etc.

    added timeout function in health check function

    No timer for health check function, could hang in case of issues.
    assigned a configurable timer.
