[UI] Guided cluster creation doesn't have step for image registration

In horizon, the url likes "http://192.168.122.169/dashboard/project/data_processing/clusters/cluster_guide" shows five steps to quickly launch a cluster. However, some steps like "Register the image with the sahara image registry" is missed. If we don't support register image, the candidates of "select a base image" in the second step will be null.

It's not a truly bug, actually. So, wishlist is good status for that

    Add "Register Image" step to cluster creation guide

    Now in cluster creation guide missed step
    about image registration. If user will
    have no registered images, the candidates
    of "select a base image" in the second step
    will be null.
