Bug Description

Steps to reproduce:

Create Spark cluster with the following configuration:
1x NameNode and Master
3x DataNode and Slave

Expected result:
Cluster creation successfully

Actual result:
From time to time cluster creation fails with the following error:

Creating cluster failed for the following reason(s): RemoteCommandException: Error during command execution: "sudo -u hdfs hdfs dfs -mkdir -p /user/$USER/"
Return code: 1
