Create cluster failed w/o internet connection

Steps to reproduce:
1. Create cluster (for example Vanilla 2) with default parameters on lab without internet connection.

Expected status:
Cluster in Active state.

Actual status:
Cluster creation failed with error:

    Fix problem with create cluster w/o internet

    If cluster created on lab without internet connection then cluster
    creation failed
