[HDP] Not closed provisioning steps after launching cluster

Bug Description
Steps to reproduce:
1) Create cluster with HDP cluster.
2) Steps 'Wait for all Ambari agents to register' and 'Provision cluster via Ambari' are not closed. 'Wait for all Ambari agents to register' contain 5 events instead of 1.

Use ThreadGroup instead of separate threads
ThreadGroup can be used for provision_ambari execution. In that case
we will wait until successful execution of provision_ambari for all
servers.
