security groups fail using heat engine and nova network

Bug Description
The cluster will fail to create when using heat engine and Nova network.
The generated heat template uses security group IDs instead of names.
This seems related to bug: https:/
Fix for that bug should be added to the heat template generation code to create a correct template for Nova network.
This problem occurred using the Juno release. Have not tried on the newest branch. From the code, looks like this problem should still exist.
