Bug Description

ENVIRONMENT:
Devstack with Sahara, Neutron and Heat. Sahara is installed out of master branch.

HOW TO REPRODUCE:
1. Install devstack with Sahara, Neutron and Heat.
2. Set parameter auth_uri = http://<public_ip>:5000/v2.0 in /etc/sahara/sahara.conf to auth_uri = http://127.0.0.1:5000/v2.0 .
3. Restart Sahara.
4. Create a cluster (Vanilla 2.4.1).
5. Wait for "Active" status of the cluster.
5. SSH to the master node of the cluster.
6. Execute command "vim /opt/hadoop/etc/hadoop/core-site.xml".

OBSERVED RESULT:
See screenshot below.

EXPECTED RESULT:
There should be a public address.
