[DIB] Some minor errors while booting instances for Vanilla 2.4.1 (CentOS)

Environment:

Devstack (Heat and Neutron are enabled)

How to reproduce:

Launch an instance with image for Vanilla 2.4.1 (CentOS). In logs you will be able to see such lines:

/etc/rc3.d/S99local: line 70: hadoop: command not found
chown: cannot access `/etc/hadoop': No such file or directory

i tried this out today, i was able to reproduce by building a new image with "-p vanilla -i centos -v 2.4" and then starting a minimal cluster.

moving this to medium priority as it doesn't seem to impact starting a cluster

    Fix executing hadoop command with hadoop user instead of root user

    Root user cannot execute hadoop command
    because hadoop v2 command path is changed from hadoop v1.
