Situation Awareness module should not be exposing GIS Administration buttons

Go to index.php?
Page displays GIS Administration and buttons that take the user straight through to GIS Administration. An authenticated user appears to be able to click right through to administer the GIS settings. As these often require specialised knowledge to configure, it is not appropriate to make this available to the end users.

GIS module was deprecated in 0.9.x and won't be coming back unless a new module owner/maintainer steps up.
