Bug Description
In the organization registry, when you assign an organization to an incident (or another incident), it swaps the top navigation panel (top left) from the organization registry to the admin module.
If you are not logged in as an administrator, this link should be hidden.
You have to be an administrator to do this function.
If you are logged in without admin privileges, clicking on this link results in an error message:
Sorry, you do not have permisssion to access this section
This could be because:
* You have not logged in or Anonymous access is not allowed to this section
* Your username has not been given permission to access this section
To gain access to this section please contact the administrator
