Can't add sector names with commas in the OrgReg

Go to index.php?
Enter a New Organisation Sector called 'ESF06 Mass Care, Emergency Assistance, Housing, and Human Services'. After clicking Add More, the entry appears to be added correctly, but if the Update is collected, then the list of sectors shows that the comma has been used to split the entry into multiple items. E.g. the above entry becomes:
ESF06 Mass Care
Emergency Assistance
Housing
and Human Services
This is not the expected behaviour for your typical end user.

the bug is fixed. i entered "foo, bar" as the name for the new organization sector and got a message which said that the name contains characters which are not allowed.
