Can't add sector names with commas in the OrgReg

Go to index.php?mod=or&act=adm_sector

Enter a New Organisation Sector called 'ESF06 Mass Care, Emergency Assistance, Housing, and Human Services'. After clicking Add More, the entry appears to be added correctly, but if the Update is collected, then the list of sectors shows that the comma has been used to split the entry into multiple items. E.g. the above entry becomes:

ESF06 Mass Care
Emergency Assistance
Housing
and Human Services

This is not the expected behaviour for your typical end user.

the bug is fixed. i entered "foo, bar" as the name for the new organization sector and got a message which said that the name contains characters which are not allowed.

The system needs to support commas, not block their use. To support Sahana usage in the US, for example, we have to have the ability to enter this text - 'ESF06 Mass Care, Emergency Assistance, Housing, and Human Services'. Recognising commas as characters that are not allowed does not resolve this bug.

I tested it on Sahana-Agasti 0.9.0 and the bug still exists so I change the status to confirmed.
