Bug Description
We have IS_LAT() & IS_LON() validators in modules/
In order to help ensure that people enter data correctly for an emergency such as Haiti, we want to provide an optional sub-range.
(We've had several data entered with +72 Lon instead of -72 Lon!)
PS Remember to restart Python (Web2py/mod_wsgi) when testing module changes!
