Checkbox bug on Volunteers online demo page

Under the Volunteers, "Search by Skills" page the Skills drop down has an error. The drop down has options with checkboxes. Every time a checkbox is clicked that option is added to the Skills list.
The very first option on the dropdown list is a blank checkbox. If the user clicks this empty checkbox it adds a comma to the Skills list. This adds an empty option to the Skills list.

The same page also has also has a Competency dropdown with checkboxes. This dropdown also has an empty checkbox option that adds a comma to the Competency list. This adds an empty option to the Competency list.
