Date header in non english email is not RFC822 compliant

Bug Description

SABNZBD 0.6.1 on WinXP
In emails sent by sabnzbd, date is using OS locale (french in my case). Date header must be written in english (RFC822). This makes some mail clients (eg: mozilla thunderbird) to show incorrect date : 01/01/1970 01:00
