rev9053 - 28.12.2013
to reproduce:
build ship & harbor
start an expedition and construct a new harbor somewhere
order a new expedition to start at the new harbor
-> a ship will deliver the required goods for the new expedition to the new harbor but the goods won't be used for the expedition
