Bug Description
1. When AI is running low on wood and no woodcutter and no forester have been built then AI should build these immediately. If there are no trees left then use some big enough free area, if no big area exists, then choose any place.
2. When AI wants to destroy woodcutter then do a check wherther this woodcutter is the only one, if it is, then build a forester next to it instead of destroying it.
3. Do not build 2.nd sawmill before 2 woodcutters exist and at least one forester.(pure reasonability)
4. AI emergency program can be violated somehow. Seems like AI can build 2.nd sawmill even when no woodcutter/forester exists.
If you need a testmap for these improvements, then Landung 3 is suitable for it.
