BibTeX not executed when standalone package used

Bug Description
BibTeX is not executed when compiling a document that includes files using the standalone package. The standalone bundle allows users to create documents (e.g., figures) in a separate file; these documents can be compiled independently or included as part of a larger document using \input.
While not being familiar with rubber's implementation, it appears that if \end{document} appears prior to \bibliography{...} then BibTeX will not be invoked. When inputing a file that uses the standalone package, the \end{document} of the input file will be encountered prior to \bibliography.
A minimal example that demonstrates this behavior is attached. It should also be noted that the filecontents package also may trigger this behavior if "\end{document}" is being written to another file.
