Rubber goes into infinite loop when using \usepackage{makeidx}

I have a tex source which throws rubber into an infinite loop (it gives up at some point with "file contents do not seem to settle"). I traced it down to a \usepackage{makeidx} that was in the .tex, but not actually used to make an index. Removing it fixed the problem.

I checked that \usepackage{makeidx} in any tex makes rubber go into an infinite loop.
