Rubber's graphics doesn't find image file but LaTeX does

Bug Description

I'm using rubber to compile a large collection of tutorials written in LaTeX. I have a style file to keep the tutorials formatted consistently, and each tutorial has it's image in one subdirectory and its major LaTeX sections in files in another subdirectory. Like this

tutorials/
tutorials/tutorial-style.sty
tutorials/first-tutorial/
tutorials/first-tutorial/main.tex
tutorials/first-tutorial/images/
tutorials/first-tutorial/images/pic1.png
tutorials/first-tutorial/tex/
tutorials/first-tutorial/tex/section1.tex

When style file has the \usepackage{graphicx}, images in the section1.tex are not found by rubber's graphics.py thus printing "tex/section1.tex:1: graphics `pic1.png' not found". However, the file is in the images directory and LaTeX has no trouble finding it and compiling just fine. Also this message was not printed with Rubber version 1.1-9.
