Merge several helper scripts into rpm

http://wiki.mandriva.com/en/Development/Tasks/Packaging/Tools/RPM/TODO suggests merging of rpm-helper, spec-helper, rpm-manbo-setup, and rpm-mandriva-setup into rpm. These macros, scripts etc. needs to be cleaned up, streamlined and merged into rpm in a generic way.

I'd say that for some scripts this can make sense, though merge of vendor-specific scripts in upstream is doubtful.
