Bug Description
The packaging specification does not describe how the version fields are to be
interpreted. Admittedly, the specification does not aim to describe how
packages are constructed, but it seems important for a developer to be able to
choose versions in such a way that it's clear a newer version will replace an
older version. Without a description of how version, release and epoch work it
is not certain one can get this right.
