RPMTAG_GROUP unclear how to use

Bug Description
in the packaging section of the specification, RPMTAG_GROUP is listed as
Required, and defined as: "This tag specifies the administrative group to which
this package belongs". As an application developer, I must apparently supply a
value here in order to construct a legal package, but I have no hint what sort
of value it should be. Need clarification. It appears some distributions
consider there to be legal predefined values and packages should not choose
other than these values, but the LSB has no such guidlines.
