Remove translations for obsolete Ubuntu releases

Bug Description
After hiding obsolete translations (bug 280647), we should also remove the old translations to help our performance for +translate pages (removal should cut our DB size by roughly 1/3).
We should make sure to not make this too fast (to leave time for slave stores to catch up), and make sure it doesn't lock up any tables for too long (meaning lots of short transactions).
