People from outside Ubuntu Translators can translate

Bug Description
Me and Og Maciel noticed that people who are not part of any translation group can translate applications stating Translation group: Ubuntu Translators and Permissions: Restricted.
For example:

An fairly unknown Swedish translator did some changes to this translation without being part of Ubuntu Swedish Translators (which is a subgroup to Ubuntu Translators). That should not be possible.
It's is VERY difficult to get close to some level of quality assurance when people do a lot of "hit and run" translations without being part of an structural translator group.

We're talking about Mårtin Woxberg's contributions, right? It turns out the issue there is a very different one. A Swedish translation file that was uploaded (as a "published" upload) on 2008-06-24 listed him as the last translator, and so the new translations made in that file are credited to him.
