Bug Description
If libpcap is not installed in the normal path, one may use the --with-libpcap-* configure options to specify the correct location. However, Audric reported me on IRC #rohc that it doesn't work.

Won't fix on 1.5.x, series is deprecated since version 1.7.0 is released.
