Bug Description
According to RFC 3095, sections 5.8.6.1-5.8.6.4, the gen_id field is optional for list encoding types 0-3. The ROHC compressor always uses it and that's OK, but the ROHC decompressor shall checks whether the field is present or not (GP bit in first byte of the compressed list).
