Bug Description
* Remove the deprecated API that was superseded by the new public API defined with bug #799200.
* Do not install the public headers without the rohc/ prefix anymore.
* Do not install the librohc_*.so libraries anymore.
* Remove the --disable-
* Export only public symbols.
* move struct rohc_ts from rohc.h to rohc_buf.h
