Cannot build IPROHC on Debian Jessie

In the page here: https://rohc-lib.org/wiki/doku.php?id=iprohc-install

It says install iproute-dev

apt-get iproute-dev

But this package cannot be found in Jessie. I tried installing libghc-iproute-dev instead

apt-get install libghc-iproute-dev

Here's the compile error:
