add Unit for "Time" fields in dialogs

Hi Rob
there are a couple of fields in various dialogs which expects a "time". Mostly for delays.
But without checking the Wiki you do not know if the field expects "sec" or "msec".
So i suggest to modify the label of this fields to show the expected unit as well.
eg. take a look to the "Detail" page in Locomotive Dialog.
There are two field which expects "sec" and another field which expectes "msec".
