Bug Description: Moderator link causes infinite loops for non-moderators

Browser: FF3.6

Steps To Reproduce:
1. Goto Staging RnR at https:/
2. Click on the moderation link and attempt to sign in using an account that is not a member of rnr-moderations
3. Watch as it repeatedly attempts to log in as a loop
Expected Result: Should politiely decline access and bring back to the front page
