cue sheet for individual files contains incorrect track index times

Here is an example to explain the problem:

TRACK 03 AUDIO
  FILE "03 Until the Day Is Done.flac" WAVE
  ISRC USWB10903690
  INDEX 01 09:59:20
  TITLE "Until the Day Is Done"
  PERFORMER R.E.M.

The INDEX 01 line should read 00:00:00 because the track is starting from a new file. The time as it is would be correct for a single file cue sheet.
