Provide alternate login method

Currently, if Launchpad goes offline for maintenance, you are unable to login to REVU. This is because REVU now uses Launchpad OpenID. REVU should detect if Launchpad is down at login time, and provide an alternative way to log in. One possibility is with a GPG encrypted, on the fly generated, password. This will allow people to sign into REVU even when Launchpad goes offline.

Makes sense, but there could be other ways, like maybe a launchpad team, so if you are a member of that team, you can login to REVU. So then you have two options: open-id and also the launchpad team.

Launchpad OpenID is just that, only that you don't need to be a member
of any team, just being registered on Launchpad is enough.

Implementing GPG-encrypted one-time passwords as a fallback method
makes sense to me. Patches welcome.
