Bug Description
Need component .config.php check to see if new components have been installed and require moduleParameters to be set. Notification should be displayed as a $system_message.
If .config.php file exists, then check ModuleParameters to see if requiredParameters have been set.
Notifcation should be displayed as a $system_message
