Make dynamic or static linking configurable

Bug Description

In order to make deployment across distros easier. We should statically compile all libraries by default. But give the option to compile dynamically.

This includes the libraries for mysql, fcgi, and pcre.

Debian systems include static versions of the libraries in the dev packages, but fedora does not.
