On signup form, be more forgiving of the value provided for the referrer

Bug Description
When a new user is singing up, and they supply someone's full name, rather than a username, we should search the database to see if any active user has a name that matches (partially? or in full?) the name given. If so, we could automatically place the username of that matching user in the 'referrer' field and tell the user (who is signing up) that a user with the provided name was found and their username has been placed in the field...
When implemented, we need to consider the possibility that multiple users could match.
