Design and implement system for tagging and labeling (via the web interface) files/release-encodings that have corruption (pops, skips, etc.)

I.e., we need a tag that can be added to files that will contain information about pops/skips/etc. We used to use "error_tag", but I think we can come up with something that makes more sense.

Then we need to make that information apparent and available via the web interface. And, of course, the collection-monitor/collection-librarian will have to make that info available.
