collection-monitor does not yet tell collection-librarian about files that have been removed

Bug Description

If the collection-monitor is restarted, then it will tell the collection-librarian to delete all tracks before it does a full rescan, but if files are removed while the collection-monitor is running, it will not detect that they have been removed.
