Add mechanism for allowing select users to "request" albums

Bug Description

We will add a flag to the User model (e.g., "can_request_albums"). Users that have this flag set will have a new menu item, e.g., "request album". Selecting that menu item will present the user with a form containing a simple, free-form text field. Upon submitting that form, an email will be sent to administrators (or a specific email address?) containing the request from the user.
