Bug Description
(Please direct me to where this bug might be more appropriate)
Turn on laptop, connected to power source, while battery is low. Using Xenial with the phone overlay enabled:
$ apt-cache policy repowerd

What happens:
Screen dims to lowest brightness setting and I can't use the normal screen brightness keys to change revert the change
What should happen:
Using a power source, I do not expect _any_ automatic dimming, even if I have checked “Dim screen to save power”. Screen brightness keys should never not work.
Workaround:
If I unplug/plug the power source, the screen still dims down, but I eventually regain control over brightness through the keys

I have the same issue, only after it dims it turns the screen completely off. Also will not turn the screen back on when resuming from suspend, unless I was switched to vt1 before suspending.
