Excessive time taken to wake device on incoming call

Bug Description

STEPS:
1. fresh flash a device from rc-proposed
2. tap the power button to put the device to slepp
3. call the device from another
4. leave the missed call in place tap the power button again
5. call the device again
6. clear the missed calls message from the indicator
7. tap the power button again
8. recall the device

EXPECTED:
I expect the phone to always ring within 2 rings on the device calling it

ACTUAL:
If the device is awake it rings in one to two rings on the calling device
If the screen is not active but there is a message notification so the led flashes it rings within 1-2 rings
If there are no messages and the device has it's screen off if it rings it is only after a minimum of 4-5 rings. Sometimes however the vm kicks in first.

Selene has confirmed that there is a much higher power pull rate when the notification led is active so this to me would signify that the LED keeps part of the system awake. Which is why the call ringer is triggered so much faster when the system is flashing a notification.
